2004 DEC Individual Artist Awardees

The Decentralization program granted out $44,000 in Organizational Programming Grants and $6,500 in Individual Artist Project Grants in 2004.  DEC enables emerging artists and organizations to grow professionally and to enhance the cultural climate in the communities and neighborhoods where they live and operate.  Funding for the 2004 DEC program was provided by the New York State Council on the Arts.

The following artists received DEC funding in 2004:

  • Lenore Bethel

The artist will create a public mural on the side of Buffalo's legendary Colored Musicians Club.

  • Steven Paul Dawson
This artist plans on working with The Renaissance House Campus, a facility for substance abuse problems, where the artist will operate a playwright's workshop, creating short scenes and monologues.  Then, professional actors and playwrights will be brought in to discuss their processes and what they look for in quality playwriting and theatre.  Once the play has been completed a performance open to the public will be presented.

  • Cornelia Dohse-Peck
The artist is going to develop a permanent work of art consisting of twelve individual images by weaving colored aluminum strips into an existing chain link fence at Buffalo Public School 45, a local public school in an economically disadvantaged neighborhood.  The patterns will be based on textile designs showcasing the high degree of ethnic diversity of the local neighborhood and particularly the students of School 45, which is Buffalo's International School.
  • Iris Kirkwood

Iris Kirkwood, right, receives the DEC Individual Artist Award from Celeste Lawson, Executive Director of the Arts Council in Buffalo & Erie County.

This artist's project is to do a visual interpretation of US Army's efforts to replace horses as there means of transportation for the troops.  In 1897 the Army commissioned the 25th Infantry, which was an all Black unit of 20 men, to test the feasibility of the project.  This infantry rode 2,000 miles on bike from Montana to St. Louis Missouri.  The artist will use local African-American military as models for the interpretation.

  • Vincenzo Mistretta and Joy Scime

Joy Scime and Vincenzo Mistretta work on the Buffalo & All That Jazz project.

The artists will complete a one-hour video documentary entitled "Buffalo and All That Jazz," that will present a social-cultural history of jazz in Buffalo by focusing on: the evolution of jazz in Buffalo is the fact that two ethnic groups dominated this music - African-Americans and Italian-American.  And, investigating the impact of jazz on race relations in WNY by focusing on the question, did jazz as an art form erase the color line or did jazz as a business exacerbate it?
